Justice Services - Youth Court Action Planning Program (YCAPP)

The Youth Court Action Planning Program promotes the use of community-based options for young persons involved in the criminal justice system.

YCAPP targets high-risk youth in the early stages of the court process. Counsellors connect young people's lawyers with available community resources and help to develop individualized action plans for each youth. This increases the number of less serious charges that are diverted and improves the release rate for young persons at the bail stage.

This program is funded by the Ministry of Children and Youth Services and delivered by Operation Springboard in partnership with Legal Aid Ontario.

Services We Can Provide

Pre-Trial Release Planning - YCAPP focuses on early intervention for high-risk youth through community-based plans at the bail stage. Counsellors do a risk/needs assessment to establish each young person's strengths and weaknesses. Families, agencies and other resources assist the counsellor in putting together a personalized plan for each young person at risk of incarceration or re-offending. The youth is involved in making his or her own plan. This helps each youth become engaged in the process.

Pre-Resolution Support - This service is for young people who would not ordinarily qualify for established extra-judicial measures or sanctions. Counsellors are familiar with a wide range of community resources, programming and youth-serving agencies. They use these resources to assist counsel in advocating for diversion, in appropriate circumstances.
