Youth Court Action Planning Program (YCAPP)
A voluntary pre-trial program for youth who are before the court and are either:
- At risk of re-offending and of being denied release on bail;
or
- Have minimal prior contact with the judicial system but would not ordinarily qualify for established extra judicial measures or sanctions (diversion) due to the nature of their charges or failure to complete previously set sanctions.
Program counsellors conduct an assessment of the needs of the youth and work with defence lawyers, family and the youth to build a personalized plan and provide support for successful completion of this plan. The plan might include counselling, a written apology, community service, individual programming, employment, a reflective essay or education. This program is currently offered in provincial youth courts in Toronto (311 Jarvis and 2201 Finch) and in Newmarket.
